Several national federations have voiced frustration after learning of the proposals only when Fifa announced them publicly. However, notably, many statements issued to date have stopped short of directly opposing the idea of the sale itself.
Nevertheless, many Uefa members are believed to be unhappy with the proposal, and a meeting is expected to be arranged so they can agree on a response.
On Tuesday, Uefa accused Fifa of seeking “to use our sport to enrich themselves and their friends”.
Some accounts suggest European nations could consider threatening to boycott the World Cup. The argument is that excluding European teams would significantly reduce the tournament’s value to Fifa.
Whether such a scenario would actually materialise remains uncertain.
Europe will be one of the principal host regions for the 2030 tournament, with Spain and Portugal staging most fixtures alongside Morocco. Spain is also campaigning strongly to secure the final ahead of Morocco.
Brazil will also stage the women’s World Cup next year, and that competition could become an early focus for action if Uefa decides to adopt a more forceful approach.
Uefa could identify and support a challenger to Infantino in next year’s presidential election. Yet with its member nations accounting for only 55 votes, that candidate would have little chance of victory.
If Ceferin and other European officials intend to oppose Infantino’s proposal with maximum force, they will need to take significant action very soon.
At present, Infantino appears more confident and empowered than ever.
