Newport sat four points below the League Two safety line when Fuchs replaced Dave Hughes in November last year.
The Austrian helped the club avoid relegation but departed just before the players returned for pre-season preparations for the 2026-27 season.
Mullins’ appointment marks the third summer in a row in which Newport have changed manager at Rodney Parade.
He is also the fourth permanent head coach selected by owner Huw Jenkins since the club’s takeover in January 2024, succeeding Nelson Jardim, Hughes and Fuchs.
Mullins, a former England Under-21 international who represented Reading, Birmingham City and Notts County, began his coaching career in Watford’s academy in 2016.
After overseeing Watford’s under-23 side, he had two spells as caretaker manager of the senior team following the departures of Quique Sánchez Flores and Nigel Pearson.
He became Colchester United’s assistant manager in 2020 and, after serving as interim coach, was appointed permanently in May 2021. However, he was dismissed within a year.
In 2023, Mullins briefly managed the Turks and Caicos Islands national side before taking charge of Fulham’s under-21 team later that year.
During his debut season with Fulham’s youngsters, he guided them to the Premier League Cup title after a 4-0 final win against Tottenham Hotspur Under-21s.
