England are getting ready to face Croatia in the Nations League in Rijeka on Saturday, with kick-off scheduled for 17:00 BST.
During Friday’s press conference, Tuchel described the City ruling as a major talking point within the England camp.
When asked whether he would consider selecting players from outside the top division, the manager said: “That remains an option.
“My priority will always be to choose the strongest possible squad for each camp, match and tournament.
“I would not exclude someone simply because they do not compete in their country’s highest league. Each situation must be assessed individually.”
Every member of England’s current 24-player squad represents a club in a top-tier league, and players outside the highest division are rarely selected for the national team.
James Trafford, however, was included in Tuchel’s squads in March and June 2025 while Burnley were still in the Championship. He remained an unused substitute during those camps and earned his first senior appearance only after returning to Manchester City.
Sam Johnstone was the most recent footballer to play for England while representing a Championship club, appearing for West Brom in 2021. Kalvin Phillips also made his international debut while at Leeds, before featuring in the Premier League.
Discussing whether the squad had spoken about the City decision, Tuchel said: “We had some free time between games, and it is an important issue that everyone is already discussing, so another opinion is unnecessary.
“I am pleased not to be the person offering that opinion. Nobody needs my limited understanding of the matter.
“Naturally, the players have discussed it, including those from City. We have spoken with them too, although only briefly.
“They are prepared for tomorrow, as their performances in training and their attitude around the camp have demonstrated. Even so, it remains a significant subject within the group.”
