Chelsea owner Behdad Eghbali said the club would make adjustments to its approach by adding more experience to a talented group of young players that includes Cole Palmer, Moises Caicedo and Levi Colwill.
The potential signing of Welbeck would offer further evidence that Chelsea are changing their recruitment strategy.
Their interest comes after an unsuccessful attempt to recruit 33-year-old midfielder Granit Xhaka from Sunderland, who declined to sell the Switzerland captain.
While the acquisition of 23-year-old Rogers would align with the club’s preference for younger signings, he already possesses considerable Premier League experience.
Chelsea are also likely to finalise a £52m deal for the 26-year-old Lacroix, adding another player who is ready for Premier League football.
Welbeck’s arrival would give Chelsea a wealth of attacking choices despite the club not competing in Europe next season, meaning such a large group of forwards may not be essential.
Given his age, Welbeck might be willing to serve as backup to Joao Pedro, although his signing could negatively affect several of the club’s other attackers.
Nicolas Jackson is prepared to consider a departure, while Delap and Emmanuel Emegha had been aiming to earn regular roles under Alonso.
Even so, the Chelsea head coach is securing the qualities he requested: greater experience and influential characters who can help resolve the weaknesses behind last season’s 10th-place Premier League finish.
