New Trial Aims to Stop Goalkeepers Using Tactical Time-Outs

English football authorities will test a new measure this season designed to discourage goalkeepers from creating tactical stoppages.

The initiative, jointly supported by Pro Ref, the Football Association, Premier League, English Football League, Women’s Super League and National League, is intended to stop teams using apparent goalkeeper injuries to interrupt play and receive tactical guidance.

The proposal still requires approval from the International Football Association Board, which oversees the laws of the game, but is expected to remain in place throughout the 2026-27 domestic campaign.

“Under the trial, whenever play is halted because of an injury to a goalkeeper, the manager or head coach must select an outfield player who will immediately leave the pitch,” the governing organisations explained in a joint statement. “That player must stay off the field for at least one minute after the match has restarted.

“The purpose is to ensure legitimate injuries still receive suitable medical care while eliminating any possible competitive benefit gained from stopping the game.”

Several exemptions will apply. These include situations in which a goalkeeper is fouled, a free-kick is awarded and immediate treatment is needed; when the goalkeeper collides with an outfield player and both require attention; or when the goalkeeper is bleeding.

An eight-second restriction for goalkeepers was introduced last season, with opponents receiving a corner if the ball was held beyond that limit. Following the successful implementation of that rule, officials will also use a five-second countdown this season when players delay taking a throw-in or goal-kick.

Substituted players will additionally have 10 seconds to leave the field, with the measure taking effect from the opening of the Carabao Cup on 1 August.
