Infantino came under pressure to resign after a disputed initiative, called the Fifa Forward Enterprise (FFE), surfaced in July. The proposal involved selling shares in Fifa competitions to private investors.
Infantino, who has headed world football’s governing organisation since 2016, recently apologised to the Fifa Council for shortcomings in the way the FFE plan was communicated and discussed.
Uefa, European football’s governing authority, demanded that Fifa publish important documents and address every question concerning its governance and decision-making before 2 November.
Mooney characterised the FFE initiative as a clear case of inadequate governance, insufficient safeguards and poor stewardship of football.
He also noted that Uefa had requested an examination of the documents connected to the controversy surrounding FFE.
However, he stressed that their concerns extended beyond the Fifa president and involved the entire structure.
He called for football’s governance model to be reformed, arguing that no single individual, including the Fifa president, should hold such extensive power.
