After Friday’s guilty verdict was announced, Rooney’s former Manchester United colleagues Rio Ferdinand and David de Gea suggested on social media that they should receive league titles retrospectively.
Former Stoke City manager Tony Pulis also said he felt “robbed” after his team lost to the Blues in the 2011 FA Cup final.
“I’ve heard former team-mates and others say that we have gained another medal, but I am satisfied with the five I already earned,” Rooney said.
“I would not want a medal simply sitting there after being handed to me around 15 years later because City broke the rules. That would not sit right with me.
“Would I accept a medal for coming second? The answer is no.
“Other players may feel differently, but I would not be comfortable taking a Premier League medal after finishing as runner-up.”
Although Rooney does not support stripping City of their titles, he believes relegation would be an appropriate punishment.
“I believe City will be relegated,” the 40-year-old said. “I cannot say exactly how it will happen, but I expect them to be sent down.”
Rooney continued: “I would place them in the lowest division permitted and limit how much they could spend over the following three or four seasons.
“Dropping them only into the Championship would still be a major penalty, but they would probably return quickly. Sending them to League Two, or somewhere similar, while imposing financial restrictions would make their recovery much harder.
“For example, a 20-point deduction in each of the next three seasons could persuade players to leave. If the club spent just one year in the Championship, it might be possible to convince them to remain.
“I would impose the strongest punishment available.”
