Fifa and Infantino are seeking to establish a commercial subsidiary responsible for managing major competitions, including the World Cups, with outside investors permitted to acquire shares.
The organisation said it would allow external parties to make minority investments without gaining control of the proposed company, Fifa Forward Enterprise (FFE).
Infantino has given football associations until 19 September to approve the disputed proposals.
A 25-page report prepared by investment bank JP Morgan indicates that Fifa competitions would be expanded, with projected distributions reaching 24 million euros for each member association during the 2035-2039 cycle.
The report refers to fresh commercial projects and plans to recruit leading professionals through performance-based pay packages.
Although the World Cup is presented as the world’s most-watched sporting competition, the document argues that Fifa is not generating as much revenue as it potentially could.
The document does not address women’s football.
Subject to approval, Fifa expects Thrive Eternal to head the proposed group of investors in FFE.
Thrive is a US venture capital company established by Joshua Kushner, whose brother Jared is the son-in-law of US President Donald Trump.
