Chelsea Fined £10m by FA, Suspended Transfer Ban for Agent Breaches

Chelsea have received a £10m fine and a suspended transfer ban covering two windows after accepting that they violated regulations governing agents, the FA confirmed on Friday.

A previous independent commission had issued a suspended six-point penalty, but that sanction has been removed and replaced with the suspended transfer restriction.

The club’s Clearlake Capital owners acknowledged £47m in undisclosed payments made to unregistered agents and other parties in connection with transfers completed between 2011 and 2018, during Roman Abramovich’s ownership.

In a statement detailing the penalties, the FA said the current owners reported the wrongdoing after acquiring the club and added that inquiries into the conduct of individuals connected to the case remain ongoing.

Chelsea accepted 74 violations of FA Rule E1.2 before a hearing. An independent regulatory commission subsequently imposed a £10m fine and a six-point deduction that was due to remain suspended until 30 June 2027.

The club challenged the suspended points penalty, and an independent appeal board overturned it following another hearing. The board instead introduced a registration ban covering two consecutive transfer windows, also suspended until 30 June 2027.

The £10m financial penalty was not included in the appeal and will be used in full to support grassroots football.

Chelsea have previously been fined by the Premier League and Uefa after those organisations conducted separate investigations into the agent-related violations.

Responding to the sanctions, Chelsea said a final ruling had now been delivered by the FA’s judicial bodies regarding historical regulatory issues that the club had reported itself.

The club stated that it notified all relevant regulators in 2022 about possible historical rule violations. It said it had cooperated openly throughout the process and voluntarily provided thousands of documents.

Chelsea added that agreements had already been reached with Uefa and the Premier League over the same disclosed regulatory issues. With the FA proceedings now complete, the club said all related regulatory cases had been concluded.
