Kushner made the remarks only days after Uefa requested permission from a New York court to subpoena testimony and records from the US billionaire and Thrive. The organisation is assessing whether to file a criminal complaint against Infantino in Switzerland.
Uefa, European football’s governing authority, has spearheaded opposition to the Fifa president amid mounting demands for his resignation.
In a statement, Kushner said football wealth had traditionally been concentrated in a limited number of nations.
He explained that FFE was intended to distribute capital and ownership more evenly across all 211 member countries. The proposal sought to increase funding for developing nations, cultivate local players, strengthen grassroots football, improve supporters’ experiences and expand the sport worldwide.
Kushner added that every member association would have been allowed to vote on the proposal and that it was neither compulsory nor a predetermined decision.
Although Thrive continues to support FFE’s underlying objectives, Kushner acknowledged that the company had underestimated the political complexities surrounding international football and how far some parties might go. He said Thrive had a strong history of working constructively with all stakeholders and would not have participated had it foreseen how the situation would unfold.
Uefa’s legal representatives have also submitted documents seeking records from two US-based Fifa companies and American financier Greg Maffei, who was identified as an important adviser to the proposed transaction.
Uefa has stressed that neither Kushner nor Maffei is expected to be named as a defendant in potential proceedings. However, its court filing alleges that Infantino independently selected Thrive Eternal to head the investment consortium.
The organisation’s lawyers further claim that the World Cup was intentionally valued too low at approximately £15bn. They argue that the amount was not established through an open and competitive bidding process or reviewed by an independent valuation specialist. The filing also alleges that Infantino did not consult Fifa’s senior leadership about the proposal.
